I'm going with powdered milk balls to be scooped up the in the spoon and eaten as a snack/treat. Some with a plain flavour and some with chocolate flavour. Maybe?
Dave, you got it. They are icecream balls. Officially called "Dippin' Dots" Try Googling it. I haven't tasted them, but our visitors back in June-July tried them accidentally one day (that wasn't what they meant to buy).
