I can't read Japanese, but it looks like "Say No to plastic bags", so maybe it's a recyclable shopping bag of some sort?
Yeah, I reckon it means they don't issue plastic bags at that store - you need to bring your own (or they do but encouraging you to bring your own anyway).
The kangaroos pouch says my bag. So I'm guessing it is a reusable alternative to plastic bags.
