I'm wondering if it's some sort of game mat. If it's not, it sure looks like something your creative boys could use to invent a fun game, combining it with marbles or counters.
I would also have guessed a game for marble-shaped counters, but I'm floored by the fact that all four sides aren't the same. So you've got me!
